What is going on?

In many places contestation for housing has been blamed for Xenophobic attacks against migrants. All manner of accusations have been levelled against migrants around social housing. On the other hand, many migrants have complained about their inability to access social housing. There are also many stories of how migrants have been taken advantage off by unscrupulous people due to their desperate need for accommodation and the lack of legal clarity around the migrants’ rights to housing. What is actually going on? What should be done to resolve the challenges?
